Halycon and Celeste

After a few months of searching, the now freed Celeste has reunited with her long-lost companion, Halycon (Lockey).  Together the two have brought their city, Novia, back to life. Situated near Redwood, Novia is a dimension powered by Halcyon, hidden away from prying eyes. It is a city of stardust and crystals, always blanketed in night. Halcyon is not just any Lockey, he has the power to keep his realm constantly open and vast enough to be considered it's own world to it's inhabitants. 

Celeste is is a star, or was considered one many years ago before she was imprisoned in ice. It isn't entirely clear how or who has frozen the queen, but it is theorized that it was a being who wished to steal her Lockey's power. Nowadays Celeste is but a name lost to time, slowly rebuilding her once-thriving city of stars. 

Celeste and Halycon are not considered an actual "Empire" and do not fall under the Bird's status.

Novia is a city hidden away in the thick forests near Redwood. It isn't easily apparent there is even a City to be found, but if one knows the way then the path becomes clear. Every full moon a radiant star will light the path for explorers to follow that will reveal the way to Novia. Novia itself is vast, a massive city that revolves around parties and festivals of all kinds. It is always night, and the stars are always bright, casting the skies in cool shades of greens and purples. The city is not the only feature of this world, there are vast beaches and forests of crystal that can be explored. Novia is not only populated by Elyxians however, inside you can find all sorts of glowing creatures that call the world home. Laws often follow the basic structure to reduce crime and are inforced by "Catalysts" which are Elyxians made of crystals which is part of the Lockey's dimension and not from the real world. Affliction use is allowed in Novia, but anything destructive will have the Elyxian removed or detained by the Catalysts.
